Rochester, MN (KROC-AM News) - A man civilly committed to the Minnesota Sex Offender Program will soon be making his home in Rochester.

The Rochester Police Department has issued a Notification of Release concerning 76-year-old Norman Edstrom. The notification indicates he will be transitioning from the Sex Offender Program to a residence on the Olmsted County campus just east of the Federal Medical Center on June 27 through a court-ordered provisional discharge.

Rochester police say Edstrom is categorized as a risk level 2 predatory offender. He was committed to the Minnesota Sex Offender Program for multiple incidents of sexual contact against both female and male victims, and involved children, teenagers, and adults.

The notification about his release states that he would offer many of his victims rides while they were waiting at bus stops or hitchhiking, and once they were in his vehicle he would use threats of violence, force, and weapons against them. It indicates his crimes occurred over a span of about a dozen years beginning in 1972.
