Independent Inspection Finds Zero Violations at Winnebago Co. Jail

An inspection by the Illinois Department of Corrections at the Winnebago County Jail resulted in a perfect compliance score of 100%.

Independent Inspection Finds Zero Violations

The Winnebago County Jail has once again received a perfect compliance rating under Illinois County Jail Standards, following the August 13, 2026 inspection.

Illinois law requires the IDOC to monitor county jails annually, and this inspection found zero instances of noncompliance.

Sheriff Gary Caruana credited corrections officers, supervisors, and command staff for the accomplishment, saying the result reflects their professionalism and dedication to a difficult job.

Technology and Training Investments

Over the past year, the Sheriff's Office has invested in numerous jail improvements, including new cameras and intercom systems, detainee tablets, updated first-aid kits, a new transport vehicle, a training simulator, and additional CERT equipment and personnel.

Other upgrades include a ferrous metal detector, weapons locker, loading dock improvements, and continued progress toward accreditation.

Major Justin Egler said a 100 percent compliance rating requires preparation, teamwork, and accountability from the entire jail staff.

Commitment Extends Beyond the Inspection

Sheriff Caruana said the Winnebago County Sheriff's Office plans to build on the accomplishment through continued training, technology investments, facility upgrades, and innovation.

Winnebago County officials say the perfect inspection reflects an ongoing commitment to maintaining a safe, secure, and professional correctional facility, not simply checking boxes once a year.
