Minnesota lawmakers are busy right now debating a variety of hot-button issues, from guns to cannabis. Many of those proposals are highly partisan, giving them little chance of becoming law. However, one bill with bipartisan support just cleared another hurdle.

In 2024, a new law required school districts across Minnesota to adopt some type of smartphone or cell phone policy. Some districts chose to ban devices entirely, while others took a more flexible approach.

Minnesota Lawmakers Want a Statewide Standard

Now, in an effort to create a more unified approach throughout the state, lawmakers are advancing changes to that original law. The updated proposal would give school districts clearer direction on what policies must look like.

If passed, starting in the 2026 to 2027 school year, schools would be required to implement a “bell-to-bell” policy banning smartphones and smartwatches during classroom time.

How the Proposed Ban Would Work in Minnesota

Under the proposal, students in grades K through 8 would be required to keep cell phones and smartwatches off school grounds during the entire school day.

For grades 9 through 12, devices would be prohibited in the classroom but could be allowed at other times, depending on individual school policies.

The bill does include exceptions. Devices required for medical reasons would be permitted, and principals would have discretion to allow devices in certain situations.

What Happens Next in Minnesota

The bill had a hearing this week in the Senate Education Policy Committee. Lawmakers are holding it for possible inclusion in a larger education package expected later this year.
