Teen Detained for Rochester Apartment Shooting Now Charged As Adult
Rochester, MN (KROC-AM News)- The teenage boy who was detained following a shooting at a Rochester apartment complex earlier this year is now being charged as an adult.

The criminal complaint was filed on Tuesday in Olmsted County Court. The shooting occurred in early May.
Officers who responded to the May 4 shooting in the 6500 block of Lodgeview Ct. Northwest detained a 17-year-old boy from Rochester at the scene.
Rochester Police later arrested 28-year-old Christopher Lamar Smith after connecting him to a vehicle that left the scene.
Teen Becomes Second Person Charged in May Shooting at Rochester Apartment Complex
The newly-filed court document identifies the teenager in the case as Izayah Frazier. He turned 18 following the shooting.
The charges say a review of security footage indicates Frazier was holding a bag before Smith arrived by vehicle at the apartment. Smith is seen getting out of the vehicle, approaching Frazier and bending down to examine the bag.
While Smith looked at the bag, Frazier was seen producing a handgun from his waistband, the complaint says. The footage shows Smith taking the bag and returning to the vehicle.
Three shots were fired as Fraizer retreated towards the building and as Smith fled in the vehicle, the charges say.
Based on shell casings found at the scene, investigators determined the rounds came from the vehicle and that Fraizer did not fire any gunshots, according to the complaint.
Police tied Frazier to one of the apartments and found a handgun without a serial number that matched the gun shown in the surveillance video, the charges say.
Court records indicate Frazier was adjudicated delinquent for second-degree assault in June of 2023 when he was under the age of 18.
Frazier is charged as an adult with a count of second-degree assault, possession of a firearm without a serial number and possession of a firearm after a conviction of a crime of violence. He was arraigned on new charges Wednesday afternoon and his conditional bail was set at $50,000.
Smith was released without bail twice after his first appearance and after skipping a court date and being arrested on a warrant.
He’s charged with felony counts of drive-by-shooting towards a person, second-degree assault and felon in possession of a firearm.
Court records indicate Smith was convicted of first-degree assault in Olmsted County in October of 2014 for his role in a large brawl that resulted in serious injuries in a Rochester neighborhood in June of 2014. Smith’s case is ongoing.
