Rochester, MN (KROC-AM News) - A man accused of threatening other adults and children with a gun outside a Rochester townhome complex last year has admitted to a felony charge.

According to court documents, Rochester police officers were dispatched to the 3000 block of 25th Street Northwest on the evening of August 11, 2023 to investigate reports of threats being made with a firearm. The officers reported speaking with several people who live in the complex who reported seeing two men passing a gun back and forth to each other and "pointing the gun at various people, including children, and making threats to shoot them."

The criminal complaint filed against 23-year-old Christopher Jeff Brown identified him as one of the two men with the firearm. The court document identifies the other man as 25-year-old Emmandarry Kumawoo David, who told police that he had a permit to carry a firearm and had it in his waistband during the incident. He stated that he never brandished the gun during the argument, and the criminal complaint says Brown told the officers there had been an argument but the gun was never pointed at anyone.

The charges against Brown say a search warrant was executed at David's apartment and led to the discovery of an unloaded 9 mm semi automatic handgun, one empty magazine, and one magazine loaded with 16 bullets.

Brown was charged with second-degree assault and terroristic threats. Under the terms of his plea agreement, he admitted to the felony terroristic threats charge in exchange for the dismissal of the assault charge.

He is scheduled to be sentenced in December.

David was also charged with second-degree assault and terroristic threats. His case is still pending.
